Xiaochen Zhang has over 20 years of experience in financial markets, international development, and emerging technologies. He is Chief Responsible AI Officer and Executive Director at AI 2030, where he leads initiatives focused on applying artificial intelligence for societal benefit while ensuring responsible deployment. He is also Global Head of Innovation and GTM at Amazon Web Services (AWS), leading teams that develop offerings in blockchain, AI, IoT, metaverse, digital assets, central bank digital currency, green finance, and regulatory technologies. His work supports central banks, tax agencies, development finance institutions, and United Nations customers in monetary goals, digitization, economic growth, climate change, and sustainable development.
Zhang is Founder and CEO of FinTech4Good, a global network collaborating with startups, industry leaders, nonprofits, and investors to use blockchain, AI, metaverse, and cloud computing for social impact. He holds a Ph.D. in Innovative Finance for Development from Virginia Tech and a Master’s degree in Global Studies from Leipzig University.
He began his career co-founding an energy and environment consulting firm focused on emissions reduction, energy audits, corporate social responsibility, and sustainable forest management. He supported the United Nations Climate Change Support Team in 2009 and worked in carbon management at TÜV SÜD, validating financial feasibility and monitoring plans for energy projects.
Zhang held an adjunct professorship at Peking University’s MBA program, applying a business development clinic model and conducting research for government agencies and companies. At the World Bank, he served as Senior Innovative Finance Specialist, leading scaling of technologies and business models for programs across multiple regions and developing innovative solutions for sustainable rural electrification and energy efficiency.
He is an investor at Gaingels, supporting FinTech and AI ventures founded by underrepresented entrepreneurs. He serves as Executive in Residence and advisory council member at 1871’s Innovation Labs, mentoring startups in AI, Web3, and FinTech, and is Global Ambassador for Finnovating in the USA. He also holds roles as Ambassador for the Global Blockchain Business Council, mentor at Alchemist Accelerator and HyperNest, and venture partner at Global Millennial Capital Ltd.
Zhang co-founded the China CrowdFund Society, leading alternative finance ecosystem building in China and developing global strategic partnerships. He advises on green finance regulations and access to finance for MSMEs through the Asian Cleantech MSME Financing Network and has spoken at industry summits.
His publications include Transforming Climate Finance and Green Investment with Blockchains (Academic Press, 2018), analyzing blockchain’s role in climate change efforts and governance. Honors include the First Place UNFCCC/CDM International Photo and Video Contest (2009), the VPU Team Award from the World Bank (2011), an Erasmus Mundus Scholarship (2006), and a lecturer role on Green Innovation at the University of Skopje (2014). He participates in United Nations ESCAP task forces on Green Business and Digital Economy and is a member of the International Association of Currency Affairs. He is fluent in Chinese and English.
