Lord Timothy Clement-Jones, CBE, is a prominent Liberal Democrat peer in the House of Lords, currently serving as the spokesperson for Science, Innovation, and Technology. He has been a leading advocate for AI policy and regulation in the UK, having chaired the House of Lords Select Committee on Artificial Intelligence and Co-Chair of the All-Party Parliamentary Group on Artificial Intelligence. His work in AI governance and regulation is widely respected, particularly his efforts in shaping national and international approaches to AI risk management and ethical AI development.

 

He is a Former Chair of the Council of the School of Pharmacy, University of London (2008–12) before its merger with University College London, whereupon he became an external member of the Council of University College London and Chair of its Audit Committee (2012–17).


Lord Clement-Jones is also a Fellow of Society for Computers and Law, a Fellow of the Public Relations Consultants Association, and an Honorary Fellow of the Chartered Institute of Public Relations. He is an Ambassador for ACID (Anti-Copying in Design).


Lord Clement-Jones is the newly appointed Chair of the Authors’ Licensing and Collecting Society. He also serves as Chair of the Board of Trust Alliance Group (formerly Ombudsman Services), a not-for-profit group providing dispute resolution services for communications and energy utilities.


He is a Consultant on AI Policy and Regulation with global law firm DLA Piper, having held key positions such as London Managing Partner (2011–16), Head of UK Government Affairs, Chair of China and Middle East Desks, International Business Relations Partner, and Co-Chair of Global Government Relations.


A founding member of the OECD Parliamentary Group on AI, Lord Clement-Jones has also served as a Consultant to the Council of Europe’s Ad-hoc Committee on AI ("CAHAI"). His legislative work includes introducing and ensuring the passage of key acts such as the Tobacco Advertising and Sponsorship Act 2003 and the Live Music Act 2012. His long-standing commitment to public policy and AI regulation continues to shape his career as he leads efforts to balance innovation with societal protection.


He is the author of the book, ‘Living with the Algorithm: Servant or Master?: AI Governance and Policy for the Future’ (Unicorn, 2024). The book addresses key AI risks, including bias, discrimination, reputational harm, and the potential for widespread job redundancy.


Lord Clement-Jones is the President of Ambitious About Autism (formerly Treehouse), a charity supporting education for children with autism and other communication disorders. 


He is a former Chair of the Council of Queen Mary University of London (2017-25) and has served as Chair of the Advisory Council of the Institute for Ethical AI in Education (IEAIED). His dedication to education, digital policy, and public service has earned him multiple accolades, including being made a CBE for political services in 1988 and a life peer in 1998. 

 

He is a member of the UK Engagement with Space Committee and a former member of the Industry and Regulators Committee (2023-25). He was the initiator of and subsequent member of the Special Inquiry Select Committee into AI in Weapons Systems whose final report "Proceed with caution: Artificial Intelligence in weapon systems" published on 1st December 2023.
