Chang Lih Kang is the Minister of Science, Technology, and Innovation (MOSTI) in Malaysia, and the Unity Government administration is under Prime Minister Anwar Ibrahim. He is also the Member of Parliament for Tanjong Malim and serves as the Vice President of the People's Justice Party (PKR), a key part of the Pakatan Harapan (PH) coalition. Prior to his national political career, Chang served in the Perak State Legislative Assembly for Teja.
As Minister of Science, Technology, and Innovation, Chang launched the Hydrogen Economy and Technology Roadmap (HETR), a landmark initiative aimed at advancing Malaysia's energy transition through the adoption of hydrogen energy and other renewable technologies. His leadership is driving Malaysia’s research and development efforts, with goals to increase the gross expenditure on Research and Development (GERD) to 3.5% of GDP by 2030 and to place Malaysia in the top 20 of the Global Innovation Index by 2025.
Chang’s education includes a Bachelor’s degree in Civil Engineering from Universiti Putra Malaysia and a Master’s degree in Public Administration from the Lee Kuan Yew School of Public Policy. His academic background has shaped his focus on technological and public policy initiatives aimed at sustainable development.
Chang received the 17th Yang di-Pertuan Agong Installation Medal in recognition of his service. His leadership in technology and sustainability has made him a significant figure in Malaysia’s political and technological sectors.
