Professor Xiaolan Fu is the Director of the Technology and Management Centre for Development (TMCD) at the University of Oxford and Chair of the Board of OxValue.AI. She is a Professor of Technology and International Development and a Fellow of Green College at Oxford University.

 

Professor Fu was appointed by the Secretary-General of the United Nations to the Ten-Member High-Level Advisory Group of the UN Technology Facilitation Mechanism and the Governing Council of the UN’s Technology Bank for Least Developed Countries. She is also a member of the UN SDSN Leadership Council, chaired by Jeffrey Sachs, and the Council for Global Economic Transformation, co-chaired by Joseph Stiglitz and Michael Spence.

 

Her research interests include innovation, technology and industrialisation, trade, foreign direct investment, and economic development, with a focus on emerging Asian economies and inclusive development. 

 

Professor Xiaolan Fu has published extensively in leading international journals and authored books such as Innovation under the Radar (forthcoming), China’s Path to Innovation, and The Rise of Technological Power in the South. She is Editor-in-Chief of the Journal of Chinese Economic and Business Studies and serves on the editorial boards of several international journals.

 

She has received research grants from organisations like the European Commission, ESRC, EPSRC, British Academy, DFID, and the Cairncross Foundation. Additionally, Professor Fu has received multiple accolades, including the CFA Asia-Pacific Research Exchange Award (2020) and the Best Paper Award from the European Association of Management (EURAM) in 2017.

 

Professor Fu has been involved with UNESCO, the World Bank, the OECD, the European Commission, and the Chinese government, providing consultancy on issues related to technology transfer and economic development. She serves on the Advisory Expert Group of the OECD Global Investment Forum and is a Senior Research Associate at both the University of Cambridge and the University of Tsinghua.

 

She has been a speaker at international platforms, including BBC, Sky News, CCTV, and China Daily, addressing key issues such as science, technology, and innovation in developing countries. Professor Fu was invited to address the UN General Assembly on ‘Science, Technology and Innovation in Developing Countries’ in 2014.

 

As the Chair of the Board of OxValue.AI, Professor Fu supervises the venture focused on technology transfer to developing countries and funding research within the Technology and Management Centre for Development. OxValue.AI commercialises the VEST Valuation Tool, an innovative method for valuing early-stage technologies, particularly in ICT. OxValue.AI offers services to organisations like the UN, EU, World Bank, national governments, and global corporations for technology investments, GDP accounting, mergers and acquisitions, and funding evaluation.

 

Professor Xiaolan Fu was honoured with the CFA Asia-Pacific Research Exchange Award in 2020 and the Best Paper Award from the European Association of Management (EURAM) in 2017. She was also recognised with the European Commission EFMD Gate2Growth ‘European Best Paper Award’ in 2005, and the Emerald Literati Network Awards for Excellence 2012 Outstanding Paper Award. Professor Fu was awarded the Oxford University Teaching Excellence Award in 2011 and served as President of the Chinese Economic Association (Europe) and CEA (UK) in 2010-11. In 2024, Professor Fu was appointed as the Director of Oxford Advanced Research Centres (OARC) by the University of Oxford, which wholly owns the Oxford Suzhou Centre for Advanced Research (OSCAR).
